A Tiered Megawattage Classification Framework for Data Center Development

The Case for Proportional Infrastructure Review, Financial Safeguards, and Public Accountability

Published: October 2026
Publisher: Meridian Group Strategies
Research Series: Independent Policy Research

As hyperscale data center development expands, policymakers face important questions about electrical infrastructure requirements, utility cost allocation, environmental considerations, and financial risks.

This research paper examines a proposed tiered classification framework based on anticipated electrical demand. Building upon Florida's existing 50-megawatt large-load classification, the analysis considers whether additional review thresholds at 100, 300, and 500 megawatts could support more proportionate infrastructure planning, financial safeguards, and regulatory oversight.

The paper evaluates relevant regulatory approaches, identifies implementation considerations, and distinguishes existing legal requirements from proposed policy recommendations.

The framework is presented as a policy proposal for further evaluation, not an enacted regulatory standard.
